In this declaration, we create our destiny. It forms the very framework of how our nation will operate. This is the second and final Fógra made undemocratically, and the next will be made through the mandate of the Cruinniú. The governmental structure of our nation shall be so according to the following decree:
Of the Order of Citizens
*Elected exclusively by the Ard Rí
Of the Ard Rí
Of the Rí Tuath
*1 This can be overruled with a majority in the Cruinniú
*2 This must be within the nation's culture (Gaelic, Celtic)
Of the Easpag
*Nothing religiously implied, it's just an endorsement of things.
Of the Legislature
Declared aloft the hallowed stone of our nation, by the high king of Tuatha Aontaithe, Aodh the first. ANNO DOMINI MMVII
Of the Order of Citizens
- Ard Ri - Leader of the nation, elected by the Rí Tuath
- Ri Tuath - Provincial leaders, elected by everyone
- Easpag - Bishop, incredibly ceremonial role*
- Fili - Citizens who contribute a fair bit to the nation*
- Saothraí - The lowest and default order of citizen

Of the Ard Rí
- The Ard Rí is elected every 6 months by the Rí Tuath
- The Ard Rí stands as the constitutional monarch of the nation
- The Ard Rí stands as the representative of the nation
- The Ard Rí stands as the speaker of the legislature
- The Ard Rí stands as the upholder of order and peace
Of the Rí Tuath
- The whole population of the nation vote for king of a Tuath.
- Rí Tuatha can be deposed by popular vote
- One king each for a Tuatha
- They have the right to govern their kingdom autonomously*1
- They have the right to create a regional flag for their Tuath
- They have the right to form local regiments
- They have the right to a descriptive epithet e.g 'Eamon the Red'
- They have the right to develop a culture for their Tuath*2

Of the Easpag
- They have the right to be intermicronational envoys
- They have the right to ''bless''*

Of the Legislature
- The legislature will be the Cruinniú, where all matters pertaining the expected of a national legislature will occur here and here only.
- All citizens of our great nation are permitted to attend and express an opinion on any matter within the Cruinniú.
- The Rí Tuath will stand as the representatives of their Tuath and they and the Ard Rí are the only ones who can vote on Bills
- Bills become law with the royal assent as Fógra (announcements)
- Bills can only be passed into law by a clear majority.
- Any citizen can create a political party for the Cruinniú
- Past Fógra can be successfully amended with a majority
